The colorful steel in this sculpture was found in 2015 in San Jose, CA at Sims Metals on Monterey Highway. The pieces originally came from the Santa Clara County Fairgrounds, demolition from the grandstands. There are many, many years of paint. The coating is thick clear gloss lacquer over the paints.
